突发公共卫生事件视野下公共图书馆常态应对策略分析——以南京图书馆为例

Analysis on the normal response strategies of public libraries from the perspective of public health emergencies:taking Nanjing Library as an example

突如其来的新冠疫情给公共图书馆带来了巨大的考验。南京图书馆根据疫情进展情况,采取了紧急闭馆、科普知识、线上服务、驰援湖北、有序开放等措施。文章提出公共图书馆在应对重大突发公共卫生事件方面,存在思想和制度层面不够重视、馆舍设计缺乏防疫因素考虑、公共卫生专业人才缺乏、传统纸质书籍增大传染风险等不足,应通过提高思想认识、完善响应机制、加强顶层设计、优化功能布局、提升无纸化率、推广数字阅读、创新服务方式、推进智慧建设等途径,不断提升公共图书馆常态化应对重大突发公共卫生事件的能力。

The sudden COVID-19 epidemic has brought a great test to public libraries.According to the progress of the epidemic,Nanjing Library has taken measures such as emergency closure,popular science knowledge,online services,rushing to help Hubei,and orderly opening.The article points out that in response to major public health emergencies,public libraries do not pay enough attention to the ideological and institutional aspects,lack of epidemic prevention factors in the design of library buildings,lack of public health professionals,increase the risk of infection of traditional paper books,and so on.They should improve their thinking and understanding,improve the response mechanism,strengthen top-level design,optimize the functional layout,improve paperless rate,promote digital reading,and innovate service methods.We will continue to improve the ability of public libraries to respond to major public health emergencies in a regular manner by promoting intelligent construction and other ways.
