摘要
文章通过与广东、浙江等兄弟省市的对比研究,从引才、育才、留才3个维度分析江苏省人才管理现状,进一步论证了江苏省建设人才智慧管理平台的必要性,随后从工作目标、业务分析、平台功能3方面提出了面向数字化改革的政府人才服务平台的整体设计构想,为各类人才信息采集、职称申报评审、“人才码”服务、人才精准画像、政策适配及人才评估等功能的实现提供了可能。
Through comparative research with Guangdong,Zhejiang and other brother provinces and cities,the article analyzes the current situation of talent management in Jiangsu province from three dimensions of talent introduction,talent cultivation and talent retention,further demonstrates the necessity of building a talent intelligence management platform in Jiangsu province,and then puts forward the overall design concept of a government talent service platform for digital reform from three aspects of work objectives,business analysis and platform functions,which provides information collection for all kinds of talents,application and review of professional titles,the realization of“talent code”service,accurate portrait of talents,policy adaptation and talent evaluation and other functions provides possibilities.
