生态环境科技成果推广应用评价体系的构建研究

Study on constructing evaluation system for promotion and application of ecological environment scientific and technological achievements

建立科学的生态环境科技成果推广应用评价体系对我国科技、经济和社会的发展具有重要的现实意义。针对江苏省环境科技开发力度较大,但技术转化示范与推广应用滞后、难以形成现实生产力的现状,文章采用层次分析法,以技术应用推广、经济效益、社会效益和环境效益4个方面作为准则层,构建11个指标,并确定各个指标的权重,建立定性与定量相结合的生态环境科技成果推广应用评价体系,制定出相应的评价标准,为江苏省生态环境科技成果推广应用工作的科技成果评价提供指导、借鉴。

Establishing a scientific evaluation system for the popularization and application of scientific and technological achievements in ecological environment is of great practical significance to the development of science,technology,economy and society in China.In view of the fact that the development of environmental science and technology in Jiangsu province is relatively strong,but the demonstration,promotion and application of technology transformation are lagging behind,and it is difficult to form real productive forces,this paper adopts the analytic hierarchy process,taking four aspects of technology application and promotion,economic benefits,social benefits and environmental benefits as the criteria layer,constructs 11 indicators,determines the weight of each indicator,and establishes a qualitative and quantitative evaluation system for the promotion and application of ecological environmental science and technology achievements.The corresponding evaluation criteria are formulated to provide guidance and reference for the evaluation of scientific and technological achievements in the promotion and application of ecological environmental scientific and technological achievements in Jiangsu province.
