新形势下地级市科研诚信体系建设研究

Research on the construction of scientific research credit system in prefecture-level cities under the new situation

科研诚信是科技创新的基石,学术不端则是科技创新的“绊脚石”。新形势下,我国从国家和省级层面相继出台了科研诚信体系建设方面的政策文件,对权责、制度、管理等内容都有不同程度的强调和指导。文章通过分析新形势下科研诚信建设情况,指出地级市在构建科研诚信体系方面存在的问题和不足,进而从多个维度提出建设路径。

Scientific research integrity is the cornerstone of scientific and technological innovation,while academic misconduct is the“stumbling block”of scientific and technological innovation.Under the new situation,China has successively issued policy documents on the construction of scientific research credit system at the national and provincial levels,different degrees of emphasis and guidance are given to rights and responsibilities,systems and management.This paper analyzes the construction of scientific research credibility under the new situation,the paper points out the problems and deficiencies in the construction of scientific research credit system in prefecture-level cities,then put forward the construction path from multiple dimensions.
