家庭式托育服务与社区治理的耦合:原点、机制与路径

Coupling of Family Childcare Service and Community Governance:Starting Point,Mechanism and Path

作为托育服务的重要形式,家庭式托育服务与社区治理之间有着密切关联。通过家庭式托育服务与社区治理之间关系的梳理,以及对这两个子系统的要素、结构和功能的分析,构建了“动力—保障—运行”的立体耦合机制。同时,从市场准入与监管政策的制定、托育服务人才的培养、社区教育的高质量发展和社区托育氛围营造等方面探讨家庭式托育服务与社区治理的耦合路径,以期推进符合我国国情的家庭式托育服务体系建设,助力“幼有所育”目标的实现。

As an important form of childcare service,family childcare service is closely related to community governance.Through the exploration of the relationship between family childcare service and community governance and the analysis of the elements,structures and functions of the two subsystems,a three-dimensional coupling mechanism that includes "power,guarantee,and operation " is built.Meanwhile,apath for the coupling of family childcare service and community governance is discussed in terms of making policies for market access and regulation,training childcare service personnel,developing high-quality community education and creating a community-based childcare atmosphere.In this way,we can promote the construction of a family-based childcare service system in line with China’s national conditions,and help to achieve the goal of "ensuring people’s access to childcare for all".
