A Research on the Relationship Between the Government and the Market in Public Childcare Service in China:Cooperation and Boundary

为了解政府和市场的关系对托育机构绩效的影响,从机构发展水平和供需环境等方面构建了“政府—市场”的合作与边界分析框架,并运用调查数据分析了政府与市场在公共托育服务中合作与边界的具体指标,进而通过实证模型对前述指标对托育绩效的影响展开分析,最后建议以托育服务普遍覆盖为改革突破口,理清政府和市场的治理边界,推进供给侧结构性改革,撬动托育服务需求,实现产业事业共同发展。

In order to understand the influence of the relationship between the government and the market on the performance of childcare institutions,a framework for analyzing the cooperation and boundary between the government and the market is constructed in terms of the development level of the institutions and the environment of supply and demand,etc.According to the survey data,specific indicators of cooperation and boundary between the government and the market in public childcare service are analyzed,and the impact of these indicators on the performance of child care is analyzed through an empirical model.Finally,it is suggested that universal coverage of childcare services should be the breakthrough point of reform to clarify the governance boundary between the government and the market,advance the supply-side reform and boost the demand for childcare service,so as to promote the joint development of the industry and enterprise.
