基于双目标达标分析的海绵城市规划指标分解方法研究

Research on Decomposition Method of Sponge City Planning Index Based on Dual Objective Up-to-standard Analysis

针对海绵城市建设区域的年径流总量控制率总体目标以及具体项目控制目标的可达性论证不充分的问题。在详细分析用地特征信息的基础上,采用数学模型进行多轮模拟试算,构建了基于海绵城市建设区域总体目标和项目管控目标“双目标达标分析”的年径流总量控制率指标分解方法,具体步骤为合理确定区域总体目标、梳理用地建设特征体系、初步构建海绵指标体系、海绵项目指引指标试算、确定海绵指标分解体系。以河北沧州为例,构建了符合国家要求和区域特征的沧州市年径流总量控制率指标分解体系,以供全国其他城市海绵规划编制中指标分解提供参考和借鉴。

Aiming at the problems that the general target of the annual runoff total control rate and the accessibility demonstration of the specific project control target in sponge city construction area are not sufficient, on the basis of analyzing the land use feature information in detail, the mathematical model is used to conduct several rounds of simulation trial calculation. A decomposition method of annual runoff total control rate index is built based on the "dual objective up-to-standard analysis" of the overall goal and the project control goal of sponge city construction area. The specific steps are to reasonably determine the overall goal of the area, to sort out the feature system of land use construction, to preliminarily build the sponge index system, to conduct the guideline index trial calculation of sponge project and to determine the sponge index decomposition system. Taking Cangzhou in Hebei as an example, a decomposition system of the annual runoff total control rate index in Cangzhou that meets the national requirements and regional characteristics is built, which provides the experience and reference for the index decomposition in the preparation of the sponge planning in the other cities of China.
