联合国军事观察员跨文化交际的现状、问题和思考

Cross-Cultural Communication of the United Nations Military Observers:Status Quo,Problems and Refl ections

联合国维和参谋军官和维和特派专家统称为联合国军事观察员,维和任务要求他们必须具备良好的跨文化交际能力,这就要求他们达到合格的英语水平,充分了解任务区所在国的相关文化,并掌握一定的交际策略。但是,作者作为联合国军事观察员的亲历案例反映出,目前联合国军事观察员在跨文化交际方面还大量存在语言能力不足、对象国文化缺失以及交际策略单一等问题。就此提出关于中国联合国军事观察员跨文化交际能力培养途径的建议,为中国联合国军事观察员的选拔与培训,乃至拓宽军官职业化的国际视野提供参考。

The United Nations(UN)staff offi cers and experts on peacekeeping missions are collectively referred to as UN Military Observers.Peacekeeping missions require them to have good cross-cultural communication skills,which consist of,amongst others,a suitable English language qualifi cation,a full understanding of the culture of the mission area or country,and the ability to use appropriate communication strategies.A refl ection of the fi rst author’s personal experience as UN Military Observer shows that the Observers’cross-cultural communication is often beset with problems such as insuffi cient language competence,lack of cultural knowledge for target countries,and inadequate communication strategies.The article puts forward some suggestions for the cultivation of cross-cultural communication capability for the Chinese UN Military Observers,which can be a reference for the selection of Chinese UN Military Observers and the expansion of international vision in officer professionalization.
