数字经济时代运营商数据治理体系研究

Data Governance Research of Telecommunication Operators in Digital Economy Era

在数字经济时代,数据成为了新的关键生产要素。数据资产的多寡好坏决定了企业未来的核心竞争力。海量数据为运营商带来了创新的基础,也为运营商数据治理带来了巨大的挑战。文章深度剖析了运营商数据的特点、数据治理面临的问题与挑战,并结合一线实战经验从数据供给、数据赋能、保障体系三个方面为运营商未来的数据治理体系的构建提出具体举措建议,实现运营商数据由“可用”向“好用”转变。

In the era of digital economy,data has become a new key factor of production.The amount of data assets determines the core competitiveness of an enterprise in the future.Massive data provides a foundation for operators to innovate,and also brings huge challenges to operators’data governance.This paper deeply analyzes the characteristics of operators’data,the problems and challenges brought by data governance,and puts forward specific measures for the construction of operators’future data governance system from three aspects—data supply,data empowerment,and supporting system,combined with front-line practical experience,so as to realize the transformation of operators’data from"available"to"easy to use".
