摘要
智慧城市推进是地区经济高质量发展的重要推动力。本文以国家智慧城市试点政策为准自然实验,基于2003~2020年中国221个城市面板数据,构建城市高质量发展指标体系,运用多期双重差分模型考察智慧城市试点建设对于城市高质量发展的政策效果及其作用机制。研究发现:(1)智慧城市试点对城市高质量发展水平的提升具有一定的持续性,且通过Bacon分解、工具变量等稳健性检验后该结论依然成立;(2)智慧城市政策主要通过资本要素、劳动要素以及要素流动的调节效应来推动城市高质量发展;(3)智慧城市建设对非资源型城市和较大型城市的政策施行效果更好。本文为统筹规划智慧城市设计,助推要素流动,实现城市高质量发展提供了经验依据。
Smart city promotion is an important driving force for high-quality regional economic development.Based on the panel data of 221 cities in China from 2003 to 2020,this paper constructs an urban high-quality development index system based on the quasi-natural experiment of national smart city pilot policies.The time-varying DID model is used to investigate the policy effects and mechanism of smart city pilot construction on high-quality urban development.The research findings are as follows:( 1) the smart city pilot has a certain degree of sustainability in the improvement of the city’s high-quality development level,and this conclusion still holds after Bacon decomposition,instrumental variables and other robustness tests.( 2) Smart city policies mainly promote high-quality urban development through information technology,low-carbon emission reduction,infrastructure construction and public services.( 3) The implementation effect of smart city construction is better for non-resource-based cities and larger cities.This paper provides an empirical basis for the overall planning of smart city design,information construction and high-quality urban development.
