数字乡村建设:顶层设计引领基层执行的逻辑

Digital Village Construction:Interaction between Top-Level Design and Grassroots Execution

在乡村振兴战略的时代背景下,利用数字技术促进乡村振兴已成为当前我国实现乡村振兴目标、促进经济社会高质量发展的必由之路。基于互动论视角研究数字乡村建设过程中国家顶层设计与基层执行之间的互动关系,表现为顶层政策设计统筹引领基层执行之政策引领、资源保障、经验指导、素养提升四个方面。然而,考虑到乡村场域的特殊性,顶层政策设计在与基层执行在实际的互动过程中需注重对“乡村性”的保护,基层执行需重视对乡村特有传统文化元素的留存、注重对乡村自然生态环境的保护、加强乡村资源要素的内外重构力度,以保障数字乡村建设工作顺利推进。

In the context of the rural revitalization strategy,the use of digital technology to promote rural revitalization has become the only way for China to achieve the goal of rural revitalization and promote high-quality economic and social development. Based on the perspective of interactive theory,the interaction relationship between the national top-level design and the grass-roots implementation in the process of digital rural construction is studied, which is manifested in four aspects: policy guidance, resource guarantee, experience guidance and quality improvement of the top-level policy design coordinating and leading the grass-roots level implementation.However,considering the particularity of the rural field,the top-level policy design in the grassroots implementation in the process of actual interaction need to pay attention to the protection of “rural”, grassroots execution need to pay attention to rural unique traditional cultural elements, pay attention to the protection of rural natural ecological environment,strengthen the rural resources elements of reconstruction,to ensure the digital rural construction work smoothly.
