Policy Changes of Elderly Health Management in China

目的:分析相关政策文件总结归纳出我国老年健康管理相关政策的变迁,为完善老年健康管理政策体系提供借鉴。方法:采用文本内容分析法,运用文本分析工具对国务院等机构官方网站搜集到的与老年健康管理相关的政策文件进行词频分析、社会网络分析及文本内容的解读。结果:共纳入86份政策文件,最终将我国老年健康管理相关政策的变迁分为3个阶段,发现政策文件数量呈不断上升趋势且趋于精细化,相关法律政策体系不断完善、机制空白不断被填补。结论:老年健康管理总体呈不断前进发展趋势,但各部分发展程度存在差异,如随着价值目标的不断发展却没有出台相应配套的法律法规予以支持,另外卫生事业、老龄事业发展规划等在指标体系构建方面也较薄弱。

Objective:To analyze the relevant policy documents and summarize the changes in the policies related to elderly health management in China,so as to provide references for the improvement of elderly health management policy system.Methods:Using text content analysis method,the text analysis tool was used to analyze word frequency,social network analysis and text content of policy documents related to elderly health management collected by the State Council and other official website.Results:A total of 86 policy documents were included,the changes in the policies related to management in China could be divided into three stages.It's found that the policy document quantity increased continually and tended to fine,the relevant legal policy system was constantly improved,and the mechanism gap was constantly filled.Conclusion:The elderly health management generally shows a trend of continuous development,but there are differences in the development degree of each part.For example,with the continuous development of value goals,no corresponding supporting laws and regulations have been issued to support it.In addition,the development planning of health undertakings and elderly undertakings is weak in the construction of indicator system.
