上海市规范促进三级医院发展新技术的路径探索

Exploring the Path to Regulate and Promote the Development of New Technologies in Tertiary Hospitals in Shanghai

为大力发展高新医疗技术,提升三级医院诊疗能力,上海市多部门协作推进,简化新技术项目物价申请流程,探索医保支付模式的扶持路径,以绩效管理为抓手、以医疗质量为底线,医疗新技术的研发、应用与学科建设和临床能力紧密结合,大力支持高质量临床研究项目并出成果,积极推进医企联合与成果转化,全面提升临床科技创新策源力。上海三级医院推广应用新技术新项目的积极性已经被全面调动起来,科研创新能力不断提升,学科人才优势不断增强。2021年上海30多家三级医院开展新技术项目数、服务人次、费用分别为前2年合计的1.96倍、2.70倍、1.88倍;2021年与2019年比,科研成果被国际指南引用数、授权发明专利数、成果转化到账金额分别增加164.00%、99.34%、132.78%。

In order to vigorously develop high-tech medical technology and improve the diagnosis and treatment capacity of tertiary hospitals,Shanghai multiple departments synergistically simplified the price application process of new technology projects,explored the support path of medical insurance payment mode,took performance management as the starting point and medical quality as the bottom line,closely combined the R&D and application of new medical technology with discipline construction and clinical ability,and vigorously supported high-quality clinical research projects and achieve results,actively promoted the combination of medical enterprises and the transformation of achievements,and comprehensively improve the source of clinical scientific and technological innovation.The enthusiasm of Shanghai tertiary hospitals to promote the application of new technologies and new projects has been fully mobilized,the scientific research and innovation ability has been continuously improved,and the discipline talent advantage has been continuously enhanced.In 2021,the number of new technology projects,service person times and expenses carried out by more than 30 tertiary hospitals in Shanghai were 1.96 times,2.70 times and 1.88 times of the total of the previous two years respectively.Compared with 2019,the number of scientific research achievements cited by international guidelines,the number of authorized invention patents and the amount of achievements converted into accounts respectively increased by 164.00%,99.34%and 132.78%in 2021.
