高等教育公平问题关乎民生和社会稳定,促进高等教育趋向公平是通往教育强国的必由之路,是推动社会阶层流动的有效手段。普及化阶段高等教育趋向公平面临以下困境:入学机会总量增多,优质入学机会增量不足;高招名额分配不均衡,优质入学机会分布差异明显;教育资源分配不均衡,高等教育再生产强化差异;学历价值“通货膨胀”,院校歧视影响就业。为了化解以上困境,需要做到以下几点:加快高等教育质量建设,提高优质入学机会增量;制订科学的高考招生计划,缩小入学机会分布差异;优化高等教育资源配置,均衡高等教育机会与条件;破除院校歧视观念,创造公平就业环境。

The fairness of higher education is related to people s livelihood and social stability.Promoting the fairness of higher education is the only way to be a strong education country and an effective means to promote the mobility of social classes.The tend of fairness in higher education in the popularization stage is faced with the following dilemmas:the total number of admission opportunities increases,and the increase in high-quality admission opportunities is insufficient;the distribution of higher education quotas is unbalanced,and the distribution of high-quality admission opportunities is significantly different;the distribution of educational resources is unbalanced,and the reproduction of higher education is different;education value appears“inflation”,and discrimination in institutions affects employment.In order to resolve the above dilemmas,the following points need to be achieved:speeding up the quality of higher education,and increasing the amount of high-quality admission opportunities;formulating a scientific plan for college entrance examination to reduce the distribution of admission opportunities;optimizing the allocation of higher education resources,and balancing the opportunities and conditions of higher education;breaking the discriminatory concept of institutions,and creating a fair employment environment.
