乡村振兴战略背景下西部地区农民稳步增收的困境与对策

The Predicament and Countermeasures of Farmers’Steadily Increasing Income in Western China under the Background of Rural Revitalization Strategy

实现乡村振兴是中国共产党为解决“三农”问题、实现社会主义现代化作出的重大战略部署,促进农民稳步增收是实施乡村振兴战略的核心任务。通过对西部地区农民稳步增收面临的困境进行分析,发现存在自然条件制约、整体素质较低、产业布局不合理、政策和服务体系不完善等因素。为此,要促进农民稳步增收,提出必须将生态与农业生产相融合、加强农民就业创业帮扶、激活乡村内生动力、完善政策制度体系、构建产业扶贫体系、推动城乡融合发展,加快农业生产高质量发展、深化农村集体产权制度改革等对策。

The proposal of the rural revitalization strategy shows that the Party and the Country pay a great attention to the“three rural issues”.Along with the steady progress of the strategy,the income of rural residents in provinces and cities in the western region of our country has shown a rising trend.Whereas,the problem of increasing farmers’income in western regions,especially in remote areas,is still facing a severe situation,on account of the objective conditions and other factors.Under the background of the continuous promotion of the rural revitalization strategy,this paper summarizes the existing literature and research results,and analyzes the conditions which limit the increase of farmers’income in the western region.At the same time,the paper puts forward that rural areas in the western region need to integrate ecological status with agricultural production,to improve the whole quality of farmers,to integrate and optimize agricultural production structure,to strengthen the cultivation of rural talents,to improve rural productivity from three aspects:environment,talent and industry,and to increase farmers’income in the end.
