省市共建模式下成都市构建有效支持小微实体经济的体制机制研究

Research on the System and Mechanism of Chengdu to Eff ectively Support Small and Micro Real Economy under the Co-construction Model of the Province and the City

小微经济体在实体经济中占有重要地位,为社会经济的发展贡献巨大。我国“十四五”规划提出的构建金融有效支持实体经济体制机制的改革目标,为解决小微经济体长期面临的融资难题带来契机。本文以四川省和成都市为例,针对金融支持小微实体经济面临的主要障碍,系统设计了一套省市联合构建金融有效支持小微实体经济的机制。研究认为:对小微实体经济的支持应是构建金融有效支持实体经济体制机制的重点,同时构建以城市为中心的金融有效支持实体经济体制机制离不开来自省级层面的支持和对全省相关资源的调动。研究对全国各地以城市为中心、以全省为依托,建立健全金融有效支持实体经济的体制机制,全面提高金融服务实体经济的能力,具有较强的参考价值。

Small and micro economies play an important role in the real economy and contribute greatly to social and economic development.China’s reform goal of the“14th Five-Year”Plan is to build an institutional mechanism for eff ective fi nancial support to the real economy.The reform can provide an opportunity to solve the long-term fi nancing problems faced by small and micro economies.Taking Sichuan Province and Chengdu City as examples,this paper systematically designs a set of mechanisms given the major obstacles of fi nancial support for the small and micro real economy.The study concludes that support for the small and micro real economy should be the focus of the construction of the fi nancial systems to eff ectively support the real economy.The construction of a city-centered mechanism for eff ective fi nancial support cannot be achieved without the support and mobilization of relevant resources in the province.The study has a strong reference value for the establishment of a sound mechanism for eff ective fi nancial support and the overall improvement of the capacity of fi nancial services to the real economy across the country,with the city as the center and the province as the base.
