随着世界经济国际化程度的不断加深,国家间的竞争早已从战略储备、经济实力比拼扩展到技术创新能力水平的竞争。中国作为发展中国家,在技术创新能力上与发达国家有一定的距离,我国已将建立创新型国家作为发展目标,因此通过专利政策对资源分配进行倾向技术创新的调整势在必行。专利政策是国家资源的重要调整手段,构建专利政策量化指标体系能够清晰地获得专利政策的政策价值,为决策者提供建议。

With the increasing internationalization of the world economy,the competition among countries has long expanded from strategic reserves and economic strengths to the level of technological innovation.As a developing country,China has a certain distance from the developed countries in terms of technological innovation capability.China has taken the establishment of an innovative country as its development goal,so it is imperative to adjust the allocation of resources to technological innovation through patent policy.The patent policy is an important means of adjusting national resources.The establishment of a quantitative index system of patent policy can clearly obtain the values of the patent policy and provide suggestions for decision-makers.
