乡村振兴战略下海南生态保护补偿与财政转移长效化机制研究

Research on the Long-term Mechanisms of Ecological Protection Compensation and Financial Transfer in Hainan under the Strategy of Rural Revitalization

本文从“乡村振兴”战略下海南生态保护补偿财政转移支付现实出发,在分析中央对海南生态保护补偿性财政转移支付问题不足的基础上,研究并提出生态保护补偿与财政转移支付有效配合的长效可持续创新机制。通过探索对生态功能区实施“历史”和“增量”两个阶段生态补偿的方式方法,基于实施财政转移支付手段,建立海南生态保护补偿与财政转移协同长效化机制,保障生态保护成效,并大力推进和实现生态保护与可持续发展的“双赢”目标,为科学合理的生态补偿提供制度基础保障,对我国生态补偿影响因素、补偿标准及财政转移有效配合的基本思路与措施研究具有重要意义。

Based on the reality of fi nancial transfer payment for ecological protection compensation in Hainan under the strategy of“rural revitalization”,and based on analyzing the defi ciency of compensatory fi nancial transfer payment for ecological protection in Hainan by the central government,this paper studies and puts forward long-term sustainable innovation mechanisms with effective cooperation between ecological protection compensation and financial transfer payment.By exploring the ways and methods of implementing“historical”and“incremental”ecological compensation in ecological functional areas,and based on the implementation of fi nancial transfer payment,a coordinated and long-term mechanism of ecological protection compensation and fi nancial transfer in Hainan is established to ensure the eff ectiveness of ecological protection,and vigorously promote and achieve the“win-win”goal of ecological protection and sustainable development,to provide basic guarantee for scientifi c and reasonable ecological compensation.It is of great signifi cance to study the infl uencing factors of ecological compensation,compensation standards and the basic ideas and measures of eff ective cooperation of fi nancial transfer in China.
