摘要
“一村一幼”辅导员政策是四川民族地区教育扶贫的重要举措,加强辅导员队伍建设对于进一步促进民族地区学前教育高质量发展具有重要意义。通过对四川省甘孜州“一村一幼”辅导员队伍建设进行调查研究发现,辅导员队伍存在文化基础较弱,专业素质仍需提升;待遇较低,流动性大;培训资源不平衡,针对性有待提高;社会对辅导员心理关怀不足,后续保障问题与“人职”不匹配等突出问题。特建议分阶段提高辅导员准入制度,多方位提升辅导员薪酬待遇,开展系统性的职后培训,激发辅导员职业荣誉感并为其减压,维护其心理健康,科学测评工作绩效,完善保障措施以及严格执行相关政策,建立健全幼儿园教师队伍建设机制。
The policy of“one-village-one child”is an important measure to help the poor in Sichuan ethnic minority areas.It is of great significance to strengthen the construction of counselor team for further promoting the high-quality development of preschool education in minority areas.Through the investigation and research on the construction of“one-village-one-child”counselor team in GarzêTibetan Autonomous Prefecture,Sichuan Province,it is found that there are some prominent problems,such as the counselor team has a weak cultural foundation,and the professional quality still needs to be improved;the treatment is low and the liquidity is large;the training resources are imbalanced and the pertinence needs to be improved;the social psychological care is insufficient,the follow-up guarantee is not good and so on.In particular,it is proposed to improve the admission system of counselors by stages,increase the salary and treatment of counselors in various ways,carry out systematic after-service training,stimulate the counselors sense of professional honor and maintain their mental health,and scientifically evaluate their work performance,improve the safeguard measures and strictly implement the relevant policies,establish and improve the kindergarten teacher team building mechanism.
