区域协同治理视域下吉隆口岸的发展模式

On the Development Model of Jilong Port From the Perspective of Regional Collaborative Governance

摘要 基于区域协同治理视域,以政治、经济为主轴的治理伙伴关系,超越地理、疆域实体,成为双边社会、文化内涵的动态建构,实现共建共治共享。“区域”作为治理的有效场域,弥补了全球治理和国家治理的不足,形成跨地区联通与认同凝聚。边境口岸由于其特殊的区位条件,在加强毗邻国双边、多边关系,推进跨境区域协同共治中发挥着至关重要的作用。聚焦中国连结南亚的前沿,本文以吉隆口岸为治理单元和组织单位,从驱动力和过程两种视角,通过中尼边境区域协同治理案例分析,围绕“中方先行”的治理举措,探析新时期吉隆口岸发展模式选择。通过对驱动力、政策环境、多元主体、结构布局、合作路径、发展效力等治理要素内涵的深度剖析,从空间、结构和趋势上精准谋划设计,探寻吉隆口岸特色发展之路。 It is found that “region” is an effective field of governance,making up for the shortcomings of global and national governance, and forming cross-regional connectivity and identity cohesion. Focusing on China’s frontier with South Asia,this paper takes Jilong Port as a governance and organizational unit. From a perspective of driving force and process, through a case analysis of collaborative governance in the border area between China and Nepal,this writing focuses on revealing research on the governance model and implementation path of coordinated development initiated by China at the Jilong port. Through in-depth analysis of the connotation of governance elements such as driving force,policy environment,multiple subjects,structural layout,cooperation path,and development effectiveness,this article tries to explore the pathway of characteristic development of Jilong Port.Based on the perspective of regional collaboration and geo-economy,this research suggests that we should cultivate internal and external driving forces,make good use of institutional advantages and policy dividends, and promote inter-governmental partnerships and cross-departmental collaboration between China and Nepal under the new situation. Meanwhile,we should constantly enrich and improve cooperation paths,promote the transformation and upgrading of governance structures,form orderly participation and benign interaction by all social parties involved, as well as governance practices of departmental cooperation and publicprivate cooperation. Moreover, we should enrich the connotation,denotation,and form of governance agencies,and realize multiple interactions and social coordination of border regional governance.With the law as a framework and culture as a support,we should stimulate more investment and participation of social resources,break down the segmentation and departmental barriers, improve the effectiveness of policy implementation,and expand the participation of the market,society,citizens and other factors in co-governance.Driven by the “Belt and Road” Initiative,the national strategy of “ border opening up”,and the developmental orientation of the key construction of Jilong Port in the Tibet Autonomous Region, this study finds that the design should be precisely planned from the perspective of space, structure,and trend. In addition,a coordinated governance of the China-Nepal border at Jilong port should try to(1) make good use of the advantages of the port,transform the deficiencies,transform challenges into opportunities, and cultivate internal and external driving forces;(2) build an economic functional zone with an integrated development stretching from “border cooperation” to “ cross-border cooperation”, construct a comprehensive bonded zone and free trade zone,improve regional governance ability and development level,and promote diversified interaction and social coordination in border regional governance;(3) make the Jilong port into a new highland of opening up to the outside world,a pilot zone for management system innovation,an important economic functional zone for development and opening up along the border,an important demonstration area for sustainable development,and a hub of China’s land route to South Asia. In this way,the results in this article indicate that we will realize joint construction,common governance,and sharing,and create a model of regional collaborative governance featuring good neighborliness and friendliness, practical cooperation,and mutual benefit.
