摘要
在我国大城市发展进入以更新为主的时代背景下,存量工业用地成为产业升级转型的重要“再生资源”之一。本文从产权理论的视角对苏州工业园区存量工业用地更新的现状进行分析、总结,针对目前更新模式中存在的问题,以“土地产权重构”为切入点,以提高更新过程中土地资源要素流动和再利用效率为目标,从存量工业用地交易费用和产权效用两个方面提出优化路径,期望为相关规划编制和更新项目决策提供参考。
The development of China's big cities has entered the late stage of urbanization and an essential period of urban renewal,hence,the industrial land reserve has become one of the important"regeneration resources"for industrial upgrading and transformation.This paper analyzes and summarizes the current situation of renewal of the industrial land reserve in Suzhou Industrial Park from the perspective of property rights theory.In order to solve the problems in the current renewal model,the paper takes"land property rights reconst ruction"as the entry point,aims at improving the flow and reuse efficiency of land resource in the renewal process.The study also proposes optimization methods for the existing model in terms of transaction costs and property rights which aims to provide reference for plans formulation and renewal projects.
