流出地“三权”对农业转移人口社会融合的影响效应研究

Study on the Impact of“Three Rights”in Outflow Areas on the Social Integration of Agricultural Transfer Population

基于2017年国家卫生健康委员会流动人口动态监测调查数据,运用多元有序Probit模型和Logit模型,实证分析流出地土地承包经营权、宅基地使用权和集体收益分配权拥有情况以及承包地收益、宅基地收益和集体分红收益等收益大小对农业转移人口社会融合的影响。研究发现:一是在户籍地拥有承包地和宅基地显著阻碍农业转移人口融入所在城市,而在户籍地拥有集体收益却能显著促进农业转移人口融入所在城市;二是在拥有“三权”前提下,承包地收益、宅基地收益和集体分红收益均能显著促进农业转移人口融入所在城市。据此提出,应进一步完善承包地和宅基地退出机制、完善承包地和宅基地价值实现机制以及优化农村集体经济发展机制,以更好促进农业转移人口融入城市。

Based on the survey data of CMDS 2017,using multivariate ordered probit model and logit model,this paper empirically analyzes the ownership of contracted land,homestead and collective income,as well as the income from contracted land,homestead and collective dividend on the social integration of agricultural transfer population.The study found that:(1)the possession of contracted land and homestead significantly hinders the integration of agricultural transfer population into the cities and towns,while the collective income can significantly promote the integration;(2)under the premise of“three rights”,the income from contracted land,homestead and collective dividend can significantly promote the integration of agricultural transfer population into the cities and towns.Therefore,we should further improve the exit mechanism of contracted land and homestead,improve the value realization mechanism of contracted land and homestead,and optimize the development mechanism of rural collective economy,so as to better promote the integration of agricultural transfer population into the city.
