Optimization Strategy of Incentive Mechanism Design for Agricultural Enterprises under the Constraints of Industrial Characteristics

受农业生产经营活动的周期性、季节性、连续性和高风险性,农业资源条件的有限性和劳动生产率、经济效益偏低,生产经营者劳动支出状况不易观测等特性的影响,农业企业的激励机制具有弱稳定性、低强度性、难平衡性、难公平性。农业企业激励机制要以员工劳动投入和公平性诉求的观察方式设计绩效评价机制,建立长期性的产权薪酬激励机制,长期合同制与短期合同制相结合的聘用晋升制度,有效的培训项目激励机制,多层分类的荣誉框架体系及科学公正的荣誉激励机制。

Influenced by the periodicity,seasonality,continuity and high risk of agricultural production and operation activities,as well as the limitation of agricultural resources,low labor productivity and economic benefits,and the difficulty in observing the labor expenditure of producers and operators,the incentive mechanism of agricultural enterprises has weak stability,low intensity,difficulty in balancing and fairness.The incentive mechanism of agricultural enterprises should design a performance evaluation mechanism based on the observation of employees’labor input and fairness demands,and establish a long-term incentive mechanism for property rights compensation,an employment promotion system combining the long-term contract system with the short-term contract system,an effective incentive mechanism for training projects,and a multi-level honor framework system and a scientific and fair honor incentive mechanism.
