空巢小农就地兼业政策需求优先序研究

Study on the demand priority of local part-time employment policy of empty nest small farmers

本文以江西省637份农户调查数据为基础,采用频数法与聚类分析方法对空巢小农就地兼业政策需求的优先序进行分析。研究表明,完善农村社会保障体系、加强非农就业扶持力度以及加强农业生产性服务供给是空巢小农就地兼业较为迫切的政策需求。因此,政府在政策制定时要优先完善农村社会保障体系并对空巢小农就地兼业给予一定扶持,同时也要着眼于农业生产的可持续发展,加强农业生产性服务供给。

Based on 637 survey data of farmers in Jiangxi Province,the priority of local part-time policy needs of empty nest small farmers is analyzed by using frequency method and cluster analysis method.The research shows that improving the rural social security system,strengthening the support for non-agricultural employment and strengthening the supply of agricultural producer services are the urgent policy needs of empty nest small farmers.Therefore,when formulating policies,the government should give priority to improving the rural social security system and give some support to empty nest small farmers.At the same time,it should also focus on the sustainable development of agricultural production and strengthen the supply of agricultural producer services.
