乡村振兴视域下农村党组织书记职业化制度的探索与创新——基于青岛市361位新村党组织书记的调查

The Exploration and Innovation of the Professional System of Rural Party Organization Secretaries from the Perspective of Rural Revitalization:Based on a Survey of 361 New Village Secretaries in Qingdao

农村党组织书记职业化制度,是对基层作出的一项保障农村领导力资源有效供给的重要探索。通过对青岛361位新村党组织书记的调查,表明当前农村党组织书记职业化方面已经形成了选拔任用、教育培养、管理监督、激励保障、组织领导等一系列制度规范。绝大多数新村党组织书记把带领群众过上幸福生活作为任职的主要动力,并在乡村振兴中发挥积极作用。不过,调查发现当前农村党组织书记职业化制度仍存在一些问题。建议着力完善新村运行机制,加强对农村党组织书记职业化建设的平台保障;着力加强农村干部队伍建设,夯实农村书记职业化制度可持续发展的资源保障;着力调整农村党组织书记工作重心,构建农村党组织书记职业化体系的服务保障。

The professional system of rural party organization secretaries is an important exploration made by the grassroots to ensure the effective supply of rural leadership resources.Through the investigation of more than 300 party secretaries in new villages in Qingdao,this paper shows that a series of institutional norms have been formed in the professionalization of rural party secretaries,such as selection and appointment,education and training,management and supervision,incentives and guarantees,and organizational leadership.The vast majority of new village party organization secretaries regard leading the masses to live a happy life as their main driving force,and play an active role in rural revitalization.However,the current system of professionalization of party secretaries in rural areas still exposes some problems.It is suggested to focus on improving the operation mechanism of new villages,and strengthen the platform guarantee for the professional construction of rural party secretaries;focus on strengthening the construction of rural cadres,and consolidate the resource guarantee for the sustainable development of the professional system of rural secretaries;focus on adjusting the work focus of rural party secretaries,build the service guarantee of the professional system of rural party organization secretaries.
