协同式治理:中小学校外线上培训的监管进路 被引量:3

摘要 校外线上培训作为中小学教育的一种重要补充形式,是推动教育多样化发展与高质量发展的一支重要力量,也是当前教育监管领域一项极具复杂性的艰巨工程。该研究发现,校外线上培训存在行为失范、轻视质量和制造焦虑等难题,亟待加强教育监管以深入推进该领域的协同式治理。教育监管对中小学校外线上培训的规范运行至关重要,可以有效推动其健康发展与教育生态的重构。然而校外线上培训却面临着监管“钟摆”、监管“丛林”、监管“脱靶”和监管“顽疾”等方面的治理问题。通过确立监管者的合理权限、以合作共治破解合作困境、形成多样的监管模式以及构建特色教育评价体系等方式,可以不断推进教育监管机制的完善,进而形成一个主体多元化的协同治理体系。 As an important supplementary form of primary and secondary education,off-campus online training is an important force to promote the diversified development and high-quality development of education,and also an extremely complicated and arduous project in the field of education supervision.The study found that there are problems such as behavioral anomie,despising quality and creating anxiety in off-campus online training.It is urgent to strengthen educational supervision to further promote collaborative governance in this field.Educational supervision is crucial to the standardized operation of online training outside primary and secondary schools,and it can effectively promote its healthy development and the reconstruction of the educational ecology.However,off campus online training is facing governance issues such as regulatory“pendulum”,regulatory“jungle”,regulatory“off-target”and regulatory“persistent disease”.By establishing the reasonable authority of the supervisor,solving the dilemma of cooperation through cooperative governance,forming a variety of supervision modes and building a characteristic education evaluation system,we can continuously promote the improvement of the education supervision mechanism,and then form a multiple subjects disciplinary collaborative governance system.
