疫情防控常态化下应急医疗物资越库作业模式的应用研究

Application of cross-docking for emergency medical supplies under the regular COVID-19 prevention and control in China

疫情防控常态化下,借助现代化管理技术以优化应急医疗物资配送流程,已经成为公共卫生管理领域关注的热点。以天津市卫生健康委员会综合服务中心防疫物资库为例,通过全面分析应急医疗物资供应链条上的整体流程,提出有针对性的越库模式改善方案,构建越库作业的标准流程,从人员、系统和机制3方面实施越库模式后,物资配送时间及物资储存成本均较之前明显降低,提高了应急物资响应速度。在健全公共卫生应急物资保障体系的背景下,对应急医疗物资采用越库模式管理具有一定优势,可为各省市同类型物资管理单位提供一定的借鉴。

Under the regular COVID-19 prevention and control in China,using modern management technology to optimize the logistics of emergency medical supplies has become a hot spot in the field of public health management.Using the practice in the Warehouse of Epidemic Prevention Supplies under the Integrated Service Center of Tianjin Municipal Health Commission as an example,we comprehensively analyzed the overall process in the emergency medical materials supply chain and proposed a tailored cross-docking mode.After establishment of standard process for cross-docking and implementation of the mode in terms of personnel,system,and mechanism,the delivery time and storage cost of supplies were significantly reduced and the emergency response was sped up.With the availability of a sound public health emergency logistics system,cross-docking has shown certain advantages during the management of emergency medical supplies.
