Common Prosperity:Economic Path and Legal Guarantee

共同富裕涉及经济、社会、政治、法律等诸多问题,是一个长期、复杂的系统工程。实现共同富裕目标需重点关注整体富裕、区域协调发展和均衡分配三大经济路径,其中,推动整体富裕,需要加强现代市场体系、现代产业体系、全面开放体系的建设,这有助于夯实共同富裕的经济基础;推进区域协调发展,有助于缩小区域、城乡发展差距;加强分配环节、分配结构的调整和优化,有助于实现多层次的分配均衡。上述三大路径既是实现共同富裕的基本手段,也是现代化经济体系建设的重要组成部分,尤其需要加强法治保障。为此,应通过经济法治的完善,依法确立和保护各类主体的收益分配权和经济发展权,并处理好政府与市场、改革与法治、法治与发展等重要关系,从而促进共同富裕目标的持续实现,推动相关分配理论、发展理论乃至整体法学研究的深化。

Common prosperity involves economic,social,political,legal and other issues,is a long-term,complex systems engineering.To achieve the goal of common prosperity,we should focus on the three major economic paths:overall prosperity,coordinated regional development and balanced distribution.Among them,to promote the overall prosperity,we need to strengthen the construction of modern market system,modern industrial system and allaround open system,which will help to consolidate the economic foundation of common prosperity.Pushing forward the coordinated development of regions is conducive to narrowing the development gap among regions,and between urban and rural areas.Strengthening the adjustment and optimization of distribution links and distribution structure is conducive to the realization of multi-level distribution balance.These three paths are not only the basic means to achieve common prosperity,but also an important part of the development of a modern economic system,in particular,the rule of law needs to be strengthened.Therefore,we should perfect the economic rule of law,establish and protect the right of income distribution and economic development,and deal with the important relations between government and market,reform and rule of law,rule of law and development.So as to promote the sustainable realization of the goal of common prosperity,promote the relevant distribution theory,development theory and even the deepening of the study of the whole law.
