Promoting the High-quality Development of Economy by the Strategy of Innovation-driven Development

党的十八大以来,习近平总书记高度重视创新驱动发展战略,将创新驱动发展战略提升为国家战略。在习近平总书记关于创新驱动发展战略的重要论述中,不仅对创新驱动发展战略的重大意义和科学内涵进行充分阐释,对实施创新驱动发展战略的良好基础和条件进行深入分析,而且明确指出了中国实施创新驱动发展战略的方向和路径。对中国而言,创新驱动发展战略是加快转变经济发展方式、提高综合国力和国际竞争力的必然要求和战略举措。当前,中国实施创新驱动发展战略面临新形势,要深化科技体制改革,为创新驱动提供制度保障;实施重大科技项目,努力实现重点突破和跨越式发展;完善学科和知识体系,持续强化基础研究和前沿技术创新;持续深化人才发展体制机制改革,激发人才创新创造活力;坚持走中国特色自主创新道路,以全球视野谋划和推动创新。

Since the Eighteenth National Congress of the Party,General Secretary Xi Jinping has paid much attention to the innovation-driven development strategy and has made it a national strategy.In General Secretary Xi Jinping’s important discourse on the innovation-driven development strategy,not only the great meaning and the scientific connotation of the strategy are sufficiently elaborated and the sound foundation and conditions for implementing the strategy deeply analyzed,but also the direction and the path for China’s implementing the strategy are pointed out.As for China,the innovation-driven development strategy is a necessary requirement and a strategic measure for accelerating the transformation of economic development mode and improving the overall national strength and the international competitiveness.At present,China faces a new situation for putting into effect the innovation-driven development strategy,and we must deepen the reform of the science and technology system to provide an institutional guarantee for innovation-driven development;carry out a series of major science and technology projects to realize breakthroughs in key fields and leap-forward development;perfect the disciplinary system and the knowledge system,and continuously strengthen fundamental research and innovation in cutting-edge technology;go on with the reform of the human resource development system and mechanism,so as to stimulate the talents’vitality in innovation and creation;and advance forward along the path of independent innovation with Chinese characteristics,and plan and boost innovation with a global vision.
