成渝地区双城经济圈警务合作机制构建研究——基于比较借鉴的视角

Study on the Construction of the Police Cooperation Mechanism in Chengdu-Chongqing Economic Circle——Based on the Perspective of Comparison and Reference

成渝地区双城经济圈建设是新时代重大区域发展战略,需要通过“一体化”目标下高效的警务合作为其提供服务保障。成渝两地一体化发展在国家支持下的共同追求、贯彻新发展理念构建新发展格局的战略举措、两地彼此交流畅通的天然条件,共同构成两地警务合作的背景与基础。京津冀、长江三角洲、粤港澳大湾区三个一体化发展区域的警务合作经验,为成渝两地警务合作提供了借鉴样本。在成渝经济圈警务合作机制的构建路径上,可以从完善警务合作组织运行体系、建立日常警务合作长效机制、构建公安实战行动动态合作机制、建立警务合作下的纠纷化解机制等四个方面着力推进。

The construction of Chengdu-Chongqing economic circle is a major regional development strategy in the new era,which needs service guarantee providedby efficient police cooperation under the goal of integration.The integrated development in Chengdu-Chongqing region is the common pursuit with the support of the state and the strategic measure of implementing new development concept and constructing the new development pattern,the natural conditions of smooth communication between the two places,the background and foundation of forming the police cooperation in the two regions.The experience of police cooperation in the three integrated development regions of Beijing-Tianjin-Hebei,Yangtze River Delta and Guangdong-Hong Kong-Macao-Great Bay Area provides a reference for Chengdu-Chongqing police cooperation.On the construction path of the police cooperation mechanism in Chengdu-Chongqing economic circle,it could be advanced from improving the operation system of police cooperative system,establishing long-term mechanism of daily police cooperation,building dynamic cooperation mechanism of actual combat action of public security organs,and establishing dispute resolution mechanism under police cooperation.
