摘要
本文对江西省林地定额管理过程中典型经验及突出问题进行了阐述和分析,提出了制定江西省级层面林地定额管理办法、建立林地定额管理目标责任制、构建部门间协调联动机制、加大林地定额管理制度宣传力度和加强使用林地定额全过程监督等管理建议,以期为江西“十四五”期间更好执行林地定额管理制度提供参考。
In this paper,an elaboration and analysis was made on the typical experience and prominent existing problems in the forestland quota management in Jiangxi Province.Targeted suggestions for the management were put forward including formulating Jiangxi provincial-level forestland quota management measures,establishing the target-oriented responsibility system in forestland quota management,constructing the mechanism of coordination and linkage among departments,further publicizing forestland quota management system and strengthening the whole-process supervision on use of forestland quota,so as to provide reference for better implementing the forestland quota management system during the 14th Five-Year Plan period in the province.
