摘要
杭绍台铁路是首条民营控股、首批采用EPC模式建设的高铁项目,建设单位在管理体系、资金保障、EPC建管模式探索、解决政策难题、接轨国铁、非控股非代建项目竣工验收等方面开展探索与实践,形成了“杭绍台模式”的改革示范效应。通过成果总结提出启示和建议,以期为进一步吸引民营资本投资铁路建设和EPC工程总承包模式管理健康发展提供参考。
Hangzhou-Shaoxing-Taizhou HSR is the first private holding high speed railway project adopting EPC mode in China.During the construction,explorations and practices have been made in terms of management system,fund guarantee,EPC mode,policy study,connection with national railways,completion acceptance of non-government controlled or agent construction projects,showing reform demonstration effect of the“Hangzhou-Shaoxing-Taizhou High-speed Railway mode”.The paper summarizes the construction results and puts forward enlightenment and suggestions,providing reference for further attracting investment of private capital in railway construction and the healthy development of EPC project management.
