涉农资源产业化:政治逻辑与治理转向

Industrialization of Agriculture-related Resources:Political Logic and Governance Turn

地方政府为博取政治关注而大力发展农业产业,核心的做法是将自上而下的涉农资源产业化,亦即,将分散的涉农资源进行整合,集中投放到少数村庄的产业建设上。然而涉农资源产业化不仅很难获得成功,难以带动农民致富,反而损害了农民对于一般性农业基础设施建设的真实需求。以涉农资源产业化为核心的村庄经营之所以失败,主要原因在于脱离了产业和经济发展的市场规律。在当前及未来一段时间里,农业发展的核心命题依然是农业治理,其核心在于将涉农资源投放于广大农民真正需要的农业基础设施建设,切实提高务农的便利性。

To gain political attention,the local governments develop strongly agricultural industries,and the core practice is to industrialize the agriculture-related resources in a top-down way,or in other words,integrate these scattered resources and concentrate them on the construction of industries in a few villages.However,it′s hard for this practice to gain success and farmers to get rich.Instead,this practice hinders farmers′real demand on general agricultural infrastructure construction.The lesson we get from the failure of villages that centered on the industrialization of agriculture-related resources,is that it breaks away from the market law of industrial and economic development.Now and for a long time in the future,the core proposition of agricultural development is still agriculture governance,and the key is to invest agriculture-related resources in agricultural infrastructure,which is really needed by farmers,and actually increase the convenience of farming.
