摘要
资历框架是实现粤港澳大湾区教育一体化发展的重要制度。香港资历架构经过十几年的酝酿和发展,已形成一套比较先进并符合国际标准的程序、政策和模式,但在一体化终身教育服务方面有欠缺。广东终身教育资历框架起步比较晚,在利用学分银行制度和技术平台突显资历框架的价值和内涵方面取得了成效,亟需更大力度推进资历框架实施,出台法律厘定资历框架法定地位和质量保证机构的法定职能。粤港资历框架的比较研究,有助于推动粤港资历框架的共同发展实现粤港教育一体化发展,从而为粤港澳大湾区人才交流和人才培养奠定基础,并为国家构建终身教育资历框架提供参考。
Qualifications Framework(QF) is an important system for Guangdong-Hong Kong-Macao Greater Bay Area(GBA)to realize the GBA education integration. Therefore, Hong Kong and Guangdong have an attempt one after another and achieved some positive results. In Hong Kong, during last decade, QF procedures, policies and models are rather advanced and in line with the international standards. However, there are some problems in providing services for lifelong education integration. In Guangdong, though lifelong education QF starts late, it is successful in the use of academic credit banks and technology platforms,needing more efforts in its implementation, and more laws to clarify its legal status and the statutory duty of the quality assurance agency. This comparison gives some implications to the QF development, especially the GBA education integration, laying the foundation for talent exchange and talent training in GBA, and giving reference for the construction of the national QF for lifelong education.
