The Forecast and Review of China's Fiscal Investment and Financing System Reform

本文回顾了党的十八大以来我国财政投融资管理体制改革取得的重要进展,从探索中国特色的财政投融资集权与分权模式、总结社会主义市场经济条件下的政府职能与政府投资管理体制的关系、概括社会主义市场条件下财政投融资与市场的边界、不断提高财政投融资绩效,以及控制债务风险等方面,总结了我国财政投融资管理体制改革的基本经验,并分析了目前存在的问题。在论述财政投融资在全面建设社会主义现代化国家中重要地位的基础上,本文对党的二十大后我国财政投融资管理体制改革发展的趋势做出展望。

This paper reviews the important progress made in the reform of China's fiscal investment and financing management system since the 18th National Congress of the CPC,including exploring the centralization and decentralization mode of fiscal investment and financing with Chinese characteristics,summarizing the relationship between government functions and the government investment management system under the socialist market economy,summarizing the boundary between fiscal investment and financing and the market under the socialist market conditions,and constantly improving the performance of fiscal investment and financing to control debt risks.And it summarizes the basic experience of fiscal investment and financing management system reform in China and analyzes the existing problems.Finally,on the basis of discussing the importance of financial investment and financing in the overall construction of modern countries,this paper looks forward to the tendency of the reform and development of Chinese financial investment and financing system after the 20th National Congress of the CPC.
