With the continuous development of whole-area tourism in Dalian,the tourism process needs more professional tourism talents to provide targeted and distinctive tourism services to adapt to the development of digital economy era.In this regard,this paper mainly promotes the human resources development of Dalian by means of digital empowerment,so as to cope with the human resources development and management innovation of tourism enterprises under the background of all-for-one tourism.
