国防专利代理机构的综合能力评价指标体系研究

Research on Evaluation Index System for Comprehensive Capability of Defense Patent Agency

专利代理是专利申请的重要环节,但国防专利异于普通专利,国防专利代理机构也异于普通专利代理机构,因此,现有的专利代理评价研究无法被直接应用于国防专利代理。为此,利用扎根理论挖掘国防专利代理的共性特征,并结合普通专利代理机构的综合能力评价指标,通过探索性因子分析建立国防专利代理机构的综合能力评价指标体系。结果表明:国防专利代理机构的综合能力评价指标体系是一个多维层次结构模型,由基础能力、业务营运能力、业务发展能力和客户满意能力组成。研究结果对国防专利代理机构的选择、考核及发展方向确定具有一定指导与借鉴意义。

Patent agency is an important part of the patent application.Defense patent is different from ordinary patent,and defense patent agency is also different from ordinary patent agency,which makes existing evaluation researches for patent agency cannot be directly applied to defense patent agency.Therefore,common characteristics of defense patent agency are mined through the grounded theory,and combined with evaluation indexes of ordinary patent agencies,the exploratory factor analysis is employed to establish the evaluation index system for comprehensive capability of defense patent agencies.Results show that the evaluation index system for the comprehensive capability of defense patent agencies is a multi-dimensional hierarchical structure model,which is composed of basic capability,business operation capability,business development capability and customer satisfaction capability.Research results have certain guiding and reference significance for the selection,assessment and development direction determination of defense patent agencies.
