生命周期视阈下国内应急管理进展研究

Research on the Progress of Domestic Emergency Management from the Perspective of Lifecycle

[目的/意义]为了更好地发挥应急管理在突发事件中的作用,文章通过对国内应急管理相关期刊论文进行生命周期划分,系统性回顾应急管理领域各发展阶段的研究热点,以期可以为总体国家安全观视角下应急管理研究明确方向。[方法/过程]对CNKI数据库中应急管理领域论文进行分析,通过最小二乘法和文献年度增长量确定应急管理研究的生命周期,将国内应急管理研究划分为萌芽期、发展期和腾飞期三个阶段。[结果/结论]应急管理的文献数量总体呈上升趋势,当前应急管理研究处于腾飞期阶段。风险评估、风险预案、应急准备、协同治理、社交媒体、情报体系、疫情防控7个方面是当前研究的热点。在总结当前研究基础上分析发现,国内应急管理存在研究方法单一、忽视新媒体的舆论作用、应急数据共享程度低等问题,并从应急方法、社交新媒体和应急数据三方面提出未来应急管理研究的发展趋势。

[Purpose/significance]In order to better play the role of emergency management in emergencies,this article systematically reviews the research hotspots in the field of emergency management at each stage of development by dividing the life cycle of domestic emergency management-related journal papers and clear direction for emergency management research from the perspective of overall national security.[Method/process]This article analyzes the papers in the field of emergency management in the CNKI database and determines the life cycle of emergency management research through the least squares method and the annual growth of literature,and divides domestic emergency management research into three stages:the budding stage,the development stage and the take-off stage.[Result/conclusion]Risk assessment,risk planning,emergency preparedness,collaborative governance,social media,intelligence system,and epidemic prevention and control are the seven hotspots of current research.Based on the summary of current research,this article analyzes and find that there are problems in domestic emergency management such as single research method,neglecting the role of new media in public opinion and low sharing of emergency data,and proposes the future development trend of emergency management research in three aspects:emergency method,new social media and emergency data.
