“绿水币”制度是浙江省治水模式的全新尝试,是基于传统行业和新兴产业融合的公众护水机制探索,浙江全面推行“绿水币”制度取得了初步成效。分析了“绿水币”制度运作模式、核心价值和驱动机制,识别了当前形势下的发展瓶颈,提出今后“绿水币”制度的优化路径和对策建议。

The“Green water Coin”system is a brand-new attempt of water governance pattern in Zhejiang Province,and an exploration of public water protection mechanism based on the integration of traditional industries and emerging industries.The comprehensive implementation of the“Green water Coin”system in Zhejiang Province has made initial achievements.This paper studies and analyzes the operation mode,core value and actuation mechanism of the“Green water Coin”system,identifies the development bottleneck under the current situation,and puts forward the optimization path and countermeasures of the“Green water Coin”system in the next stage.
