京津冀交通一体化绿色发展的契机、困境与进路

Opportunities,Dilemmas and the Way Forward for the Integrated Green Development of Transportation in Beijing,Tianjin and Hebei

交通一体化是京津冀协同发展的先行领域和骨骼系统,实现京津冀交通一体化绿色发展将有助于提升区域社会经济要素的交流效率,降低环境资源成本。京津冀协同发展战略顶层设计、区域公平发展环境现实需要、交通一体化纵深推进以及生态环境保护协作深化实施,均为京津冀交通一体化绿色发展提供了新契机。当前,京津冀交通一体化绿色发展存在制度保障不充分、体制机制壁垒、投融资机制缺失、交通运输结构不合理等问题与矛盾。为此,基于适应区域长远发展、依靠创新动能转换、着眼绿色交通社会再生产体系、发挥多元主体协同共治效用的目标导向,应当从顶层设计完善、体制壁垒破除、信用体系建设、投融资机制创新、运输结构调整等方面提出京津冀交通一体化绿色发展的实现进路。

Transport integration is a pioneering area and skeletal system for the synergistic development of Beijing,Tianjin and Hebei,and achieving the integrated green development of transport in Beijing,Tianjin and Hebei will help improve the efficiency of regional socio-economic factors exchange and reduce the cost of environmental resources.The top-level design of the Beijing-Tianjin-Hebei synergistic development strategy,the realistic need for a fair development environment in the region,the deepening promotion of transport integration and the deepening implementation of eco-environmental protection collaboration all provide new opportunities for the integrated green development of transport in Beijing,Tianjin and Hebei.At present,there are problems such as inadequate institutional protection,institutional barriers,lack of investment and financing mechanisms for green development,and unreasonable transport structures in the integrated green development of Beijing-Tianjin-Hebei transportation.In this regard,based on the target orientation of adapting to the long-term goals of the region,relying on innovative power conversion,focusing on the green transportation social reproduction system,and giving full play to the synergy of multiple subjects,we should propose the way forward for the green development of the integration of Beijing-Tianjin-Hebei transportation in terms of top-level design improvement,institutional barrier removal,credit system construction,transportation structure adjustment,and investment and financing mechanism innovation.
