粤东水资源优化配置一、二期总体工程经济评价案例分析

Case Study of Economic Evaluation for East Guangdong Water Resources Optimization and Allocation Project(Phase Ⅰ and Ⅱ)

大型引水工程往往是涉及到国计民生、带有社会公益性的基础设施建设工程。为给工程设计优化及立项决策提供科学参考依据,需对工程经济效益、投资融资组成等进行分析测算,最终通过工程经济评价综合判断工程的经济合理性与财务可行性。本文对粤东水资源优化配置一、二期总体工程进行经济评价,结果表明工程在经济效益方面是合理可行的,所推荐融资方案满足财务评价指标要求,但在实际运行过程中仍需密切关注供水配套设施建设进度、实际供水量波动等可能影响工程收益的潜在风险因素。

Large-scale water diversion projects are often infrastructure construction projects that involve the people’s livelihood and social welfare.In order to provide scientific reference for project design optimization and decision making,it is necessary to analyze and calculate the economic benefits of the project and the composition of investment and financing,and finally judge the economic reasonableness and financial feasibility of the project through the economic evaluation.The economic evaluation for East Guangdong water resources optimization and allocation project(phase Ⅰ and Ⅱ) was implemented in this paper.The results showed that the project was reasonable and feasible in terms of economic benefits,and the recommended financing scheme met requirements of financial evaluation indexes.However,in the actual operation process,close attention should be paid to potential risk factors that may affect the project income,such as the construction progress of water supply supporting facilities and fluctuations in actual water supply volume.
