公共文化服务的内卷化困境及其破解之道

The Dilemma of Involution in Public Cultural Services and Its Solution

进入新时代,高质量发展已成为公共文化服务建设的根本目标,关乎社会主义文化强国建设和人民文化福祉。但当前公共文化服务建设却陷入内卷化困境:供给侧供给低水平重复、消费侧公众低度参与、服务效能低绩效运转。内卷化的存在源于体制壁垒引致的行业封闭运行与资源内循环,高技术环境下传统文化行业技术迭新滞后,以及社会文化变迁进程中的供需错位。为突破内卷化制约,公共文化服务建设应完善政府购买机制以形塑资源获取的竞争性环境,借助数字信息技术的平台功能突破公共文化服务渠道、内容和管理方式的内卷,实现传统供给侧保障方式向消费侧牵引的双侧协同改革模式转变,同时建立文化资本积累长效机制,塑造公众公共文化参与主体性。

In the new era, high-quality development has become the fundamental goal of the construction of public cultural services. It is related to the building of a strong socialist cultural country and the cultural well-being of the people. However, the current construction of public cultural services has fallen into the dilemma of involution: low-level duplication of supply on the supply side, low public participation on the consumer side and low-performance operation of service effectiveness. The existence of involution stems from the closed operation of the industry and the internal circulation of resources caused by institutional barriers, the lag of technological innovation of traditional cultural industries in the high-tech environment, and the dislocation of supply and demand in the process of social and cultural changes. In order to break through the constraints of involution, the construction of public cultural services should improve the government purchase mechanism to shape the competitive environment for resource acquisition, break through the involution of public cultural service channels, contents and management methods with the help of the platform function of digital information technology. The traditional supply-side guarantee mode should be transformed into a bilateral coordinated reform model driven by the consumption side, and a long-term mechanism of cultural capital accumulation should be established to shape the public’s subjectivity in public cultural participation.
