实现生态扶贫与乡村生态振兴有效衔接的探索与启示--以广西壮族自治区马山县为例

Exploration and Enlightenment of Realizing Effective Linkage between Ecological Poverty Alleviation and Rural Ecological Revitalization:The Case of Mashan County in Guangxi Zhuang Autonomous Region

生态扶贫是脱贫攻坚的重要内容,生态振兴是乡村振兴的关键支撑,二者共同推动生态环境保护和乡村可持续发展实现双赢,在逻辑上具有内在统一性和衔接性。生态扶贫在保护生态环境和促进乡村经济发展方面发挥了巨大作用,使我国农民摆脱了绝对贫困,但目前乡村生态振兴仍面临着生态环境治理能力不足、生态产业增收效果甚微、自然环境灾害事件频发等现实冲击。在推动生态扶贫转向乡村生态振兴的过程中,广西壮族自治区马山县通过发展绿色农业、保护乡村环境、改善人居环境和发展生态产业等措施发挥出自身的生态优势,探索出一条“体育+文旅+乡村振兴+县域经济”的新发展道路。可见,要实现生态扶贫与乡村生态振兴的有效衔接,必须坚持党对乡村生态振兴的领导,构建生态扶贫与乡村生态振兴的衔接转换机制,做强做旺做活乡村生态产业,培育农民的内生发展能力。

Ecological poverty alleviation is an important part of poverty alleviation,whereas ecological revitalization is the key support for rural revitalization.They are consolidated and coherent in logic and jointly realize a win-win situation by promoting ecological environment protection and rural sustainable development.Ecological poverty alleviation has played a great role in protecting the ecological environment and promoting rural economic development,which has helped farmers get rid of absolute poverty.However,at present,rural ecological revitalization is facing the realistic impact of insufficient governance of ecological environment,unideal increase of income in ecological industry,frequent natural environment disasters and so on.In the process of realizing the transformation from ecological poverty alleviation to rural ecological revitalization,Mashan County in Guangxi Zhuang Autonomous Region has exerted its ecological advantages by developing green agriculture,protecting rural environment,improving living environment and developing ecological industry,and explored a new development road of sports plus cultural tourism plus rural revitalization plus county economy.To summarize,in order to realize the effective linkage between ecological poverty alleviation and rural ecological revitalization,it is essential to adhere to the Party’s leadership over rural ecological revitalization,construct the linkage and conversion mechanism of ecological poverty alleviation and rural ecological revitalization,strengthen and flourish rural ecological industries,and cultivate farmers’endogenous development ability.
