中非合作应对气候变化:意义、挑战及策略

China-Africa cooperation on climate change:significance,challenges and strategies

气候变化是当今世界共同面对的议题。非洲大陆由于政治军事混乱、经济发展滞后叠加上气候变化所引起的荒漠化、降水变化,该地区安全、发展问题不断出现,成为全球应对气候变化最薄弱的地区。在全球气候变化形势日益严峻的当下,应对气候变化合作是新时期中非合作的重要议题。中非应对气候变化合作具有保障非洲安全、推动非洲发展、促进“南南合作”等重要意义,但也存在可持续性阻碍、合作对接不够深入等问题。文章认为,中非双方应在总结经验基础上,加强顶层设计规划,强化政策执行力度,创新合作路径,为实现中非绿色发展既而实现联合国可持续发展目标中应对气候变化行动目标贡献中非力量。

Climate change is a common issue the world is facing today.Due to political and military chaos,lagging economic development,and desertification and precipitation changes caused by climate change,security and development problems in the African continent continue to emerge,making it the most vulnerable region in the world to climate change.In the face of increasingly severe global climate change,cooperation on climate change is an important topic for China-Africa cooperation in the new era.China-Africa cooperation on climate change is of great significance to ensuring Africa’s security,promoting Africa’s development and South-South cooperation.However,there are also problems such as obstacles to sustainability and insufficient synergy in cooperation.This paper argues that China and Africa should,on the basis of summarizing experience,strengthen top-level design and planning,strengthen policy implementation,and encourage innovation in cooperation paths,so as to contribute to the realization of China-Africa green development and climate change action goals set in the United Nations Sustainable Development Goals.
