摘要
老科技工作者是党和国家的宝贵财富和重要资源,本文通过问卷调查、政策文本分析、实地调研相结合的方式,对老科技工作者人力资源开发利用问题进行了研究。调查发现很多人退休后仍然继续发挥作用,社会上有需求,个人也有意愿。但当前也面临体制机制、政策服务、思想认识和数字化技能等方面的障碍,需要进一步加强老科技工作者人力资源开发利用顶层设计,拓展继续发挥作用的渠道,适当延迟退休年龄,完善政策服务保障体系,加强思想宣传和技能提升,鼓励和支持其更好为国家科技创新提供智力支持。
Senior scientists and technicians are the precious wealth and important resources of the CPC and our country.Through the combination of questionnaire survey,policy text analysis and field research,this paper studies the development and utilization of human resources of old scientific and technological workers.We found that many people continue to play a role after retirement due to social needs and personal wishes.However,they also face obstacles in institutional mechanisms,policy services,ideological understanding and digital skills.It is necessary to further strengthen the top-level design of human resources development and utilization of senior scientists and technicians,expand the channels to continue to play a role,appropriately delay the retirement age,improve the policy service guarantee system,strengthen ideological publicity and skill improvement,and encourage and support them to better provide intellectual support for national scientific and technological innovation.
