我国发起成立国际科技组织对策研究

Research on China’s countermeasures in setting up international scientific and technological organizations

国际科技组织汇聚了全球科技创新资源,是国际技术标准和规则的制定者,是全球科技创新议题的设置者,是大科学计划的发起和组织者。发起成立国际科技组织有助于提升我国在国际科技领域的国际影响力和话语权,是发挥我国在全球科技治理中作用、建立人类命运共同体的实际行动和重要举措。习近平总书记在科学家座谈会上的讲话指出“要逐步放开在我国境内设立国际科技组织、外籍科学家在我国科技学术组织任职,使我国成为全球科技开放合作的广阔舞台”。通过对《国际组织年鉴》的数据进行分析,发现国际科技组织总部大都分布在西方国家。文章应用SWOT方法分析了我国发起成立国际科技组织的优势、不足、机遇和挑战,指出应在新兴空白、交叉前沿或我国有引领优势的科技领域率先发起成立国际科技组织,加快塑造国际合作和竞争优势。

The International Scientific and Technological Organization(ISTO) brings together global innovative resources. ISTO is the formulator of international technological rules and standards, the sponsor of global innovative issues and the initiator and organizer of big science project. Setting up ISTO is conducive to enhancing China’s international influence and discourse power in the international scientific and technological realm, and it is the practical action and important measure to exert our country’s role in global science and technology governance and establish a community with a shared future for mankind. Chinese President Xi Jinping convened at the symposium of scientists stated that “We should gradually open up China to the establishment of international S&T organizations, and grant foreign scientists filling positions in Chinese academic S&T organizations, so that China can become a vast stage for open, global S&T cooperation”. This study analyzes the data of《Yearbook of International Organization》and finds out that the headquarters of ISTOs are mostly distributed in western countries.This paper applies SWOT method to analyze the advantages, deficiencies, opportunities and challenges of launching ISTOs in China. This paper suggests that we should take the lead in establishing ISTOs in emerging technologies, interdisciplinary and frontier disciplines,or in the field where China has leading advantages, in the aim of shaping international cooperation and competitive advantages.
