中国共产党领导生态文明建设的逻辑理路

Logic Basis for Ecological Civilization Construction Led by the Communist Party of China

生态文明是人类文明新形态的突出表现形式。中国共产党自成立以来,对生态文明建设的领导经历了“绿色萌芽—曲折探索—趋于成熟—臻于完善”四个阶段。新民主主义革命时期,生态环保意识萌芽,针对环境问题的探索主要是革命的需要和中央苏区、陕甘宁边区经济发展的需要。社会主义革命和建设期间,生态文明建设与经济建设是从属与被从属的关系,处于国家发展战略的边缘位置,这一阶段中国共产党的生态文明话语体系尚未形成。改革开放和社会主义现代化建设时期,中国共产党从民族未来、人民福祉的高度谋求生态文明建设,生态文明建设开始摆脱对经济建设的从属地位,在国家发展战略规划中占有一席之地,初步形成了以“科学发展观”为核心的党的生态文明话语体系。党的十八大以来,生态文明建设迈入新时代,党加强对生态文明建设的全面领导,将其作为国家“五位一体”总布局的重要一环,使之实现了在国家发展战略中地位的跨越,并形成了新时代党的生态文明话语体系。百年来,在中国共产党领导下,生态文明建设思想理念不断升华、战略地位稳固提升、话语体系日臻完善。

Ecological civilization is a prominent manifestation of the new form of human civilization.Since its inception,the CPC's leadership of the ecological civilization construction has undergone four stages,from green germination to hard exploration,and then to maturity and finally towards perfection.During the period of the New Democratic Revolution,the ecological and environmental awareness began to sprout.The exploration of environmental problems was mainly for the needs of revolution and the economic development of the Chinese Central Soviet areas and the border areas of Shaanxi‑Gansu‑Ningxia.During the period of socialist revolution and construction,ecological civilization progress was subordinate to the economic development,and the national development strategy attached no importance to it.At that time,a systematic discourse system of ecological civilization did not form yet in the leadership of the Party.During the period of reform,opening up and socialist modernization,the CPC has been giving high priority to making ecological progress for the people's well‑being and China's future.It has a role to play in the national development strategy,and the Party’s discourse system of ecological civilization has gradually come into being,focusing on the“Scientific Outlook on Development”.Since the 18th CPC National Congress,a new era for ecological civilization construction has started.The Party strengthens its overall leadership,making the ecological development an important part of the Five‑Sphere Integrated Plan,which is a leap in its position in the national development strategy.In the new era,the Party's discourse system of ecological civilization has been improved.Since its inception,the CPC’s ideology of ecological development has been continuously advanced with the steadily upgraded strategic position and the increasingly improved discourse system.
