乡村振兴战略下小农户存续和发展,是新时代我国农业发展的现实情况所决定的,也是稳定农村社会发展、维护广大小农户根本利益的现实需要。乡村振兴战略下小农户存续和发展有其内在的逻辑及必要性。现阶段小农户的发展仍存在一些制约因素:农业经营规模较小、成本高、效率低;农业发展基础设施较落后,难以满足现代农业的发展;小农户自身认知有限和发展能力不足;小农户与现代农业衔接力度不够,阻碍农业的市场化规模化发展。需要从以农业专业合作社为载体,发展适度规模经营;加快农业基础设施建设,提升农业的社会化服务水平;着力培养新型职业农民,提升小农户的发展能力;加快构建小农户与现代农业发展的衔接机制等方面入手以促进小农户的存续和发展。

The survival and development of small farming households under the strategy of rural revitalization is determined by the reality of China's agricultural development in the new era,and it is also a practical need to stabilize the development of rural society and safeguard the fundamental interests of farmers.The issue has its inherent logic and necessity.At this stage,their agricultural operations are high in cost,and low in efficiency with relatively backward infrastructure;small-scale farmers have limited cognition and insufficient development capacity,which impedes the market-oriented and large-scale development of agriculture.It is necessary to develop a moderate scale operation with agricultural professional cooperatives as the carrier,accelerate the construction of agricultural infrastructure and improve the socialized service level of agriculture.We need to focus on training new-type professional farmers and improve their development ability and promote their survival and development.
