财政支出支持泉州市工业转型升级实证分析

An Empirical Study on Fiscal Expenditure Supporting Industrial Transformation&Upgrading in Quanzhou City

选取泉州市2006—2020年的财政支出和工业转型升级方面的相关数据,通过建立VAR模型的动态计量分析方法,实证分析财政支出对工业转型升级的影响。结果表明,财政支出对工业转型升级具有正向影响,即财政支出对工业转型升级有着一定的支持作用;协整关系检验表明,这种支持促进作用是长期稳定的,但脉冲响应分析结果反映了这种支持作用并未达到顶峰,仍有一定的提升空间。因此,应通过加大财政支持力度、落实惠企政策、增强政府公共服务等措施,进一步推动泉州市工业实现转型升级。

Data of fiscal expenditure were collected together with that of industrial transformation&upgrading in Quanzhou City from 2006 to 2020.The dynamic econometric analysis method of VAR model was established to explore the impact of fiscal expenditure on industrial transformation&upgrading.It was found that the fiscal expenditure has a positive impact on the industrial transformation&upgrading,which means the fiscal expenditure has a certain supporting function.The supporting role was stable and long-term as shown in the cointegration test,but needed strengthening as shown in the impulse response analysis since the supportive effect did not peak.It was suggested that the transformation&upgrading of Quanzhou City’s industry should be promoted by increasing fiscal support,implementing policies infavour of enterprises and enhancing the government’s public services.
