英澳FTA背景下CPTPP的扩容谈判及对中国的启示

CPTPP Accession Negotiation and the Inspiration for China in the Context of UK-Australia Free Trade Agreement

CPTPP是亚太地区重要的高标准自贸协定,在其开通扩容渠道后,英国、中国等经济体正式提交了加入申请。英国可能会成为CPTPP首位扩容成员。其中,英国与CPTPP成员国澳大利亚在CPTPP加入谈判开启前达成的英澳FTA对加速英国加入进程具有积极作用。该协定既具有宣示英国能作为一个独立经济体达成自贸协定的政治意义,又能提高英国对CPTPP标准的接受能力。中国加入CPTPP在获取成员国一致同意、达到CPTPP部分条款要求方面存在挑战。英国由达成小协定推动谈判大协定的做法能对中国推进加入CPTPP起到经验借鉴作用。中国需加强与CPTPP成员的沟通交流、积极推进高标准自由贸易区网络建设、持续深化改革开放,但同时也需做好短期内可能无法迅速加入CPTPP的心理准备和提前应对。

CPTPP is an important high-standard free trade agreement in Asia-Pacific region.Since CPTPP starts the accession process,United Kingdom,China and other economies have formally requested accession.UK may become the first new member of CPTPP.UK-Australia FTA,an agreement between UK and the member of CPTPP reached just before the CPTPP accession negotiation launched,has positive impact on UK’s accession process.The FTA shows that UK,as an independent economy,can achieve an agreement,which has much political significance.Meanwhile,the agreement can improve UK’s receptiveness to CPTPP’s standards.When pushing the accession process of CPTPP,China need to solve two problems,which are the difficulty of acquiring all CPTPP members’consensus and meeting CPTPP’s standards.UK accelerates the negotiation of Mega-FTA by reaching bilateral agreements,which are the experience that China can learn to promote its CPTPP accession process.China need to strengthen the communication with CPTPP members,promote the development of high-standard free trade agreement network and continue the process of deepening reform as well as opening up.Meanwhile,China should prepare that it may be difficult for China to join CPTPP in the short run.
